Antonio “Tony” Leal
Chief of the Texas Rangers – Retired
Antonio “Tony” Leal is the CEO/President of PPI Security.
Prior to entering the private sector, Tony served the State of Texas with the Texas Department of Public Safety, where he started as a Trooper in 1984, and was promoted through the ranks to Texas Ranger, Lieutenant, Company Commander, Chief of the Texas Rangers and leaving as an Assistant Director of the Department of Public Safety – overseeing the Texas Rangers, DPS Special Operations, Major Crimes and Border Security.
His experience is in personal protection, security, sensitive and major investigations, high-level management, implementation of new programs, program management and strategic planning. Tony is a graduate of Northwestern University School of Police Staff and Command and the University of Texas, LBJ School of Public Affairs – Governor’s Executive Development Program.
Vice President of Operations
Gene Tandy is PPI’s Vice President of Operations.
Gene entered law enforcement in 1977 with his acceptance to the Texas Department of Public Safety and retired with the rank of Captain in the Narcotics Service.
Among his many duties, Gene carried federal task force credentials for most of his investigative career, coordinating investigations with law enforcement counterparts nationwide.
In an off-duty capacity, he has 30+ years of proactive experience coordinating professional security services for clients ranging from individuals to corporate entities.
Vice President Business Development
Glenn Miers is Vice President of Business Development for PPI Security.
Glenn’s role as a successful team member, team leader and strategic planner for security and investigation development is well documented.
Utilizing his twenty five years of experience in marketing, sales, and physical security, he delivers on the desired result for his company and clients, ensuring profitability while controlling cost. Glenn is committed to exceeding client expectations.
Prior to joining PPI, Glenn served as EVP, Director of Sales & Marketing for Innovative Surveillance Solutions (ISS).
Glenn is a 1994 graduate of the University of Louisiana, Monroe, LA.
Mike Leal is responsible for the smooth running of all security and investigation operations at PPI Security as Operations Manager.
Prior to joining PPI Security, Mike served the City of Bellaire, where he started as a Patrolman in 1988 and held positions in Criminal Investigations and Police Administration. In 1997, Mike was promoted to the Rank of Detective Sergeant and assisted in the development of the agencies Special Response Team in which he held positions as a Tactical Operator and Team Leader. He would later become the Administrative Officer over the unit.
In 2001 Mike was promoted to the rank of Lieutenant over the Criminal Investigations Division and Support Services. Mike assisted and coordinated high-level investigations in which many gained national attention and media coverage.
Mike developed, implemented, and oversaw the hiring and background procedures currently in use by the Bellaire Police Department and was also the training coordinator for the agency.
In 2012, Mike was promoted to the rank of Assistant Chief of Police.
Mike is a Master Peace Officer through the Texas Commission of Law Enforcement (TCOLE) and is a graduate of the Texas Leadership Command College based out of Sam Houston State University.
Manager, Special Investigations Unit (SIU)
Dan Fleming is Manager of the Special Investigations Unit at PPI.
Prior to joining PPI, Dan worked as an insurance investigator conducting field and surveillance investigations. He has extensive history in bodily injury claims, home and auto theft, home burglary and personal property loss.
Dan has conducted complex and detailed interviews of insured’s, claimants, witnesses, suspects and beneficiaries. He has conducted interviews with legal professionals, law enforcements officers in a local, state and federal level, and medical providers.
Mr. Fleming has a complete background in fraud detection and has worked insurance investigations from both the claims management perspective as well as preparing a case for fraudulent insurance claims prosecution.
In keeping with his comprehensive understanding of insurance claims investigations, Mr. Fleming developed a web-based tool to be utilized by examiners and investigators for claims management processing. “Guide to Investigation”is designed to bridge the gap between the cost of doing business and the fight against fraud.
In addition to his insurance investigations background, Mr. Fleming has over 10 years of experience in conducting criminal investigations as a Houston Police Officer assigned to Central Patrol Tactical Units. This specialized unit dealt with criminal acts including, but not limited to: crimes Against the Person Cases (Assault, Sexual Assault, and Narcotics).
Mr. Fleming has testified in both State & Federal Court, and has worked with the Department of Insurance, Social Services, Federal Bureau of Investigations, Inspector General and many District Attorney Offices.
Chief Training Officer
Matthew Brockmann oversees all training programs for the continued development and certification of PPI Security personnel, federal, state and local agencies, ex-Military, and, both public and private sector clients.
He has trained with or has hosted Navy SEALS, Recon Marines, DELTA, Special Forces, and a multitude of other specialized subject matter experts developing a comprehensive and vibrant training program for personal security.
Matthew’s experience includes training US Military, Homeland Security, Border Patrol, DEA, High Risk Warrant teams, SWAT and tactical teams, as well as other federal, state and local agencies.
Through PPI Security, Matthew is registered with the Texas Department of Public Safety as an Instructor, Personal Protection Officer, Private Investigator and is qualified as a Security Manager.
Matthew is the Founder and President of MAST Solutions, a Tactical Training Company located in Houston TX.
Lead Special Investigations
Captain of the Texas Rangers – Retired
James “Jim” Miller is the Lead Investigator for PPI Security.
Prior to joining PPI Security, Jim served the State of Texas with the Department of Public Safety where he started in the Driver’s License Service in 1975. Later that year, he transferred to Cleveland, Texas, as a Highway Patrol trooper.
In 1987, Jim applied for and was accepted as a Sergeant with the Texas Rangers in Georgetown, Texas.
In 1997, Jim was promoted to Lieutenant of Company “A” in Houston, Texas, and was promoted through the ranks to Captain of Company “C” in Lubbock, Texas, and finally retiring as Assistant Chief of the Texas Rangers in 2008.
Jim is a 1974 graduate of Sam Houston State.
Tonie Johnson is our “go-to” person in matters relating to Human Resources and Customer Service.
Prior to joining PPI Security in 2016, Tonie assisted all levels of Executive Management in the daily operation of businesses serving as Executive Assistant, Human Resources Manager, Sales Manager and Office Manager.
Throughout the course of her career, Tonie has mastered and become the unofficial expert in all matters concerning Office Management.
Presently, Tonie is a licensed Private Investigator for the State of Texas and holds a Level IV license. At PPI, she performs background checks, from minor to extensive, using various search databases.
Tonie is a graduate of Ashford University where she received her BA in Human Resources Management, her MA in Organizational Management and a MBA in Business Administration.
Licensed Private Investigator
Alma Torres serves as Lead Analyst for PPI Security.
Alma performs background checks on individuals including pre-employment, assets research, subject locate, driving, license plates, criminal checks and any other background as needed.
Alma utilizes a variety of databases and computer programs to generate detailed reports of investigative findings for our clients. No stone is left unturned from searching social media web-pages to verifying education degrees from accredited schools and universities, Alma leaves nothing to chance.
Alma is also responsible for reviewing all surveillance material. Alma, has worked alongside law enforcement for 13 years. Her experience and knowledge brings accuracy to her work, as she is passionate about working in investigations.
Donna Hatch serves as an Operations Specialist for PPI Security.
Donna manages the workflow at PPI and optimizes day-to-day activities including scheduling and customer interaction. Her role involves analyzing business operations while identifying customer needs in order to bring the two closer together. Customer service is her forte and she had a very loyal clientele for the last 15 years.
Prior to joining PPI, Donna was General Manager for a security firm specializing in electronic security and also worked alongside the investigators scheduling and conducting investigations, detailing reports, and reporting to clients.
Donna has over 25 years of experience in the security and investigative industry.
She is a licensed private investigator and has done background investigations, due diligence searches, interviewed clients, screened client calls, aided in finding missing children, licensing and other investigative related opportunities.
